This PR changes the way how the target is specified when defining the Monitoring VPE Gateway. For regions that have been migrated to VPCG2 the target endpoint has to be specified service-based instead of instance-based. So for example for
eu-gbthe target would becrn:v1:bluemix:public:sysdig-monitor:eu-gb:::endpoint:private.eu-gb.monitoring.cloud.ibm.cominstead ofcrn:v1:bluemix:public:sysdig-monitor:eu-gb:a/<account_id>:<monitoring_instance_id>::
